About public, private and hybrid business models for one-stop shops: funding mechanisms, governance structures and long-term viability.

The EU Peers Learning Labs are a series of practitioner-led online workshops, each consisting of two to three sessions on a specific topic relevant to One-Stop Shop development. Each lab combines expert input with structured peer exchange, and the resulting reports are available below.

This EU Peers Learning Lab was led by GNE Finance, held online in three sessions in February 2026. It covered public, private and hybrid business models for one-stop shops.

This learning lab aimed to give participants a comprehensive understanding of the different business models that can be used to operate one-stop shops. The sessions examined public, private and hybrid models, focusing on their economic sustainability, service limitations for ‘customers’ and overall feasibility. Through real-world examples and interactive discussions, participants assessed the strengths and challenges of each approach and which one best aligns with their specific context. The programme covered funding mechanisms, governance structures and long-term viability strategies, so that participants could evaluate business model applicability, develop informed implementation strategies and align their operational needs with their business objectives.
