Who We Are & Our Mission
The French EU Peers Community brings together practitioners and pilot structures of French renovation networks including SERAFIN (Third-Party Financing companies), Dorémi (nationwide artisan training network), and major renovation service providers. Coordinated by Filao Labs, our mission is twofold: contribute to renovation market growth by focusing on worksite quality and financing tools adapted to household situations, and bring diverse actors together to act collaboratively. We are committed to discovering European practices, exhibiting French initiatives internationally, and disseminating French financing know-how, particularly the FIDEO-Banque de la Rénovation initiative.

How We Work Together
Beyond regular exchanges between members, the French community organises annual high-profile meeting in collaboration with major players, such as in the past with Saint-Gobain and the Ministry of Finance, and Regions of France. During these intensive one-day gathering, all renovation sector structures both private and public convene to take stock of markets, discover innovations, and exchange perspectives. This flagship event consolidates relationships and amplifies the community's voice and priorities with decision-makers across France and Europe.

Highlights & Impact
The French Community has achieved remarkable milestones through its unique positioning at the heart of France's renovation ecosystem. In April 2024, EU Peers participated in the SERAFIN network conference at the Conseil économique, social et environmental (CESE) in Paris, attracting around 500 participants and showcasing how the one-stop shop concept is implemented across Italy, Spain, Hungary, and Ireland. The SERAFIN network itself represents impressive collective achievements: in 2023 alone, its members conducted 18,000 energy audits, completed 6,160 home renovation projects representing €173.2 million in investment, and disbursed 1,300 loans representing €40 million. The 2025 annual working day took place at Saint-Gobain's premises in Paris and was marked by the official accession of the MARs (Accompagnateurs Rénovation – One-Stop-Shops) association to the EU Peers Community. The Community actively contributes to shaping French and European policy by positioning French financing expertise and quality standards as models for the broader European renovation movement.

The Third National Conference on Sustainable Development, held in Rome from the 1st to 3rd of December 2025, offered a crucial platform for institutions, civil society, businesses, and research organisations to discuss the country’s progress toward the UN 2030 Agenda. Among the most active and engaging moments of the event was the thematic laboratory “Welfare energetico-climatico & Povertà energetica”, where the EU Peers project was presented as an innovative European initiative supporting local authorities and communities in accelerating the energy transition.
The European Week of Regions and Cities in October 2025 set the stage for a dynamic gathering on one of Europe’s most pressing challenges: accelerating residential energy renovation. Against this background, the EU Peers Community of Practice brought together over 70 OSS practitioners in Brussels for its second summit - three dedicated exchange sessions over two days designed not just to inform, but to connect the people driving one-stop shops on the ground.
The South East Energy Agency (SEEA) recently welcomed a diverse group of stakeholders to its latest EU Peers Capacity Building Webinar, an interactive session that explored the transformative potential of Integrated Home Renovation Services (IHRS) and One-Stop-Shops (OSS) in tackling energy poverty across Europe. Part of the EU Peers initiative, funded by the LIFE Programme, the webinar highlighted how collaborative efforts can strengthen, upscale, and harmonise home renovation support services across the EU.
