Spanish Community of Practice

Who We Are & Our Mission
The Spanish EU Peers Community, coordinated by Green Building Council España (GBCE), has grown to over 100 members one and a half year after its launch in May 2024, spanning almost the entire Spanish territory. Our mission is to build a strong network around Integrated Home Renovation Services (IHRS) to accelerate building renovations. Members include IHRS providers, local and regional public agencies, associations, contractors, ESCOs, and architect associations, creating a collaborative space for knowledge exchange and strengthening the renovation value chain. The Spanish Community aims to decentralise its reach across all regions of the country by bringing in-person events to different areas and promoting knowledge-sharing and awareness of the renovation urgency at a national level.

How We Work Together
We meet regularly both online and in person. Nine meetings have been organised until the end of 2025, two of which will be held in person in Seville and Madrid. Each meeting addresses "hot topics" like the National Building Renovation Plan, EPBD transposition, the Agente Rehabilitador role, and business models. HumHub serves as our primary space for ongoing exchange between meetings, allowing members to share work, seek advice, and invite others to events.

Highlights & Impact
During our set-up phase, we have already achieved remarkable milestones. Strong collaboration has been established with related projects such as HORIS, Opengela, REScoop, and AIRE, and had a strong presence at major events like Rebuild Rehabilita. These meetings have sparked real collaborations, connecting entities and companies that had not previously worked together. Based on valuable insights from our members, we've created a Policy Brief addressing four key issues for the future of the renovation sector in Spain, and we are actively contributing to the National Building Renovation Plan through discussions from meetings and responses collected through member surveys. Moreover, we organised a policy meeting in presence with representatives from France and Spain about the renovation policies in both countries.

The European Week of Regions and Cities in October 2025 set the stage for a dynamic gathering on one of Europe’s most pressing challenges: accelerating residential energy renovation. Against this background, the EU Peers Community of Practice brought together over 70 OSS practitioners in Brussels for its second summit - three dedicated exchange sessions over two days designed not just to inform, but to connect the people driving one-stop shops on the ground.
The South East Energy Agency (SEEA) recently welcomed a diverse group of stakeholders to its latest EU Peers Capacity Building Webinar, an interactive session that explored the transformative potential of Integrated Home Renovation Services (IHRS) and One-Stop-Shops (OSS) in tackling energy poverty across Europe. Part of the EU Peers initiative, funded by the LIFE Programme, the webinar highlighted how collaborative efforts can strengthen, upscale, and harmonise home renovation support services across the EU.
The EU Peers Mentoring Programme is opening a new opportunity for hands-on learning: four in-person study visits, each hosted by an experienced organisation operating or supporting One-Stop Shops (OSS) and Integrated Home Renovation Services (IHRS).
