One-Stop Shops play a key role in supporting citizens to renovate their homes, reduce energy use, and move toward a more sustainable built environment. This survey aims to better understand how they operate, the challenges they face, and the impact they deliver.

The questionnaire covers organisational setup, services, and funding, as well as concrete results, such as energy audits, renovation projects, and customer engagement. It also explores how organisations support vulnerable households and address energy poverty, and what policy frameworks are needed to strengthen their work.

Participation is open to providers, public authorities, energy agencies, networks, and policymakers involved in integrated renovation services.

We want to be straightforward about the level of effort involved. The questionnaire is substantive. Answering it accurately will require drawing on data from across your organisation — financial records, project statistics, audit figures, and engagement metrics. We recommend setting aside dedicated time and consulting relevant colleagues before completing the form. A printable PDF of all questions is available below, so you can prepare in advance and share with the responsible team members the questions they are best placed to answer.

Your input will contribute to a European-wide analysis, providing evidence-based insights for policymakers, practitioners, and funding bodies. All responses will be treated confidentially and published only in aggregated form. The resulting report will be shared with all participants — and we will be looking to participants for their feedback on the findings once it is published.

Take part and help strengthen the evidence base for integrated renovation services across Europe.

Eleven EU Peers consortium partners are teaming up with eleven, freshly appointed, EU Peers Advisory Board members. Their mission is a bit more complex than playing a football match and will last longer than 90 minutes. They are putting their heads together to help EU Peers strengthen the Integrated Home Renovation Services (IHRS) movement.
Despite the undeniable benefits of deep home renovations—lower emissions, better health, improved comfort—the pace of adoption remains far too slow. Financial barriers, lack of trust, and fragmented governance continue to hinder progress. The recent EU Peers policy paper sheds light on how to turn this around: by promoting innovative financing, leveraging Integrated Home Renovation Services (IHRS), and establishing supportive policy frameworks that make renovations accessible and impactful. These recommendations form a practical and scalable strategy to turn energy efficiency into the new norm—across all income levels and housing types.
