Exiting news: the LAST call of the European City Facility (EUCF) is finally open!

Running until the 18th of December 2024 17:00 (Brussels time), the 7th – and last - call of the European City Facility will support 71 local authorities across the European Union, Ukraine and Iceland.

The European City Facility (EUCF) aims to support municipalities and local authorities in developing investment concepts related to the implementation of actions identified in their climate and energy action plans. The ultimate objective of the EUCF is to build a substantial pipeline of sustainable energy investment projects across municipalities in Europe.

EUCF offers €60,000 in lump-sum payments and hands-on support for local actors to develop investment concepts on clean energy and energy efficiency.

Previously, beneficiaries have used the funding to conduct a wide variety of actions, including technical feasibility studies, market analyses, stakeholder planning, or legal, economic and financial analyses, but the specific action is up to the applicants, within the topical areas of clean energy or energy efficiency.

EUCF represents a great opportunity for IHRS providers and supporters to further develop the business model of their IHRS or test the feasibility of setting up such office within their local/regional administrations.

But EUCF is more than just funding! The facility also offers a variety of capacity building and networking opportunities to learn from your peers. Check how the previous EUCF beneficiaries used the grant and join them in this exiting journey: Beneficiaries | EUCF (eucityfacility.eu)

The application process is fast and simple: after a quick eligibility check, you will be asked to fill in an online form aiming at enquiring about:

  • The ambition of the proposed investment concept,
  • The governance structure for the development of the investment concept,
  • Your stakeholders’ engagement strategy, and
  • The coherence and plausibility of your project.

Despite the undeniable benefits of deep home renovations—lower emissions, better health, improved comfort—the pace of adoption remains far too slow. Financial barriers, lack of trust, and fragmented governance continue to hinder progress. The recent EU Peers policy paper sheds light on how to turn this around: by promoting innovative financing, leveraging Integrated Home Renovation Services (IHRS), and establishing supportive policy frameworks that make renovations accessible and impactful. These recommendations form a practical and scalable strategy to turn energy efficiency into the new norm—across all income levels and housing types.
