Italian Policy Session – Perspectives for the OSSs for building energy renovation in Italy

In the framework of EU PEERS project activities, on December 1st, ENEA and Piedmont Region organized a National Policy Workshop dedicated to the role and evolution of One-Stop Shops (OSS) in Italy. 

The meeting was held online and brought together members of EU Peers Italian Community of OSS, with the purpose of engaging a direct dialogue with the Italian Ministry of the Environment and Energy Security (MASE) on current role and future function of OSS in the energy requalification of buildings in view of the transposition of the new European EPBD and EED directives. 

The policy webinar was attended by Stefania Crotta (General Director of Financing, Programs and Financial Incentives – MASE), Ilaria Bertini (Director of the Energy Efficiency Unit Department – ENEA), Elisa Guiot (Head of the Environment and Energy Sector – Piedmont Region). Patrizia Pistochini (ENEA) outlined the role of OSS in European directives and the activities of the EU Peers project and the Italian Community, highlighting the key points for the subsequent debate.

It was also the opportunity to discuss and share with the Ministry of the EU PEERS survey launched a month before, collecting questions, priorities and barriers from the members of Italian the Community of Practice. The results of the survey were presented by Silvio De Nigris (Piedmont Region).  Francesca Hugony (ENEA), inquired to the Ministry the vision and future developments of OSSs in the national context, interpreting the needs for clarification expressed by the interviewed members of the Italian Community of EU Peers.

This meeting gave the opportunity to strengthen the dialogue between the Ministry and the members of the Italian Community of EU PEERS, highlighting concrete experiences, strengths and operational needs, contributing to a shared definition of OSS within Italian national regulatory framework.

In details, we report main outcomes: 

  • Stefania Crotta (MASE), illustrated RENOSS, a three-year project funded by the Ministry of 4 million Euros, entrusted to RENAEL, aimed at creating local OSSs to support the development of Renewable Energy Communities (RECs).
  • Ilaria Bertini (ENEA), highlighted how OSSs represent a crucial tool for achieving the European objectives of energy requalification of buildings, a position shared also by the Ministry. 
  • Elisa Guiot (Piedmont Region), outlined the initiative launched in Piedmont, which integrates energy requalification services, SECAPs, and RECs, with very positive results.

The OSSs of RENOSS will be addressed to citizens, businesses, and public administrations, and, thanks to the first national mapping, at least one OSS REC is already operational in each Italian region (with the only exception of Abruzzo). 

It was also highlighted that project resources alone, will not be sufficient to ensure the activation and ongoing operation of the OSSs. A hybrid business model is being adopted that will integrate national resources, regional funds and direct contributions from service users.  

In conclusion, the Italian Ministry, ENEA and Piedmont Region, agreed on the need for guidelines that define the core functions and service standards, combining proximity, widespread coverage, local customized services, and national uniformity. 

ENEA could be responsible for defining national guidelines, while local authorities would be responsible for operational adaptation based on local context.

Tools as the Reddito Energetico Nazionale (Italian National Energy Income), managed by GSE, and the Fondo Sociale per il Clima (Social Climate Fund), aimed at vulnerable families, individuals, and micro-enterprises, were introduced by the Ministry. 

Local stakeholders emphasized the need to ensure continuity in funding and sustainable models of OSSs, valorize existing institutions already able to act as OSSs providers, ensure strong multilevel coordination, define shared national guidelines, develop a common data platform and templates.
