One-Stop Shops: The Bridge in Europe's Renovation Strategy

The European Commission’s Recommendation (EU) 2026/536 sets out clear guidance for Member States to scale up One-Stop Shops as a cornerstone of effective and inclusive renovation strategies.

With its Recommendation (EU) 2026/536, the European Commission positions One-Stop Shops (OSS) as a crucial tool to accelerate building renovation across the EU. At a time when renovation rates remain too low to meet climate and energy goals, OSS are intended to provide practical, accessible solutions in order to reduce the complexity of housing renovations for households.

For Member States, the Recommendation marks a shift from pilot projects to systemic deployment. OSS are no longer optional, but are becoming essential infrastructure within national renovation strategies. While organisational models can vary, the Commission emphasises the need for clear governance, sustainable funding, and strong coordination between public and private actors. Local anchoring is particularly important to build trust and ensure uptake.

A central objective is to mobilise private investment. By aggregating demand and structuring projects, OSS can reduce risks and make renovation more attractive for financial institutions. At the same time, digital tools are encouraged to simplify user journeys and reduce administrative burden. The essential part of a physical OSS approach is highlighted by the Commission, since the social and human dimension are key elements for a successful guidance process through the renovation process.

The Recommendation also highlights the importance of inclusiveness. OSS should actively target vulnerable and energy-poor households, ensuring that the benefits of renovation are widely shared and contribute to a fair energy transition.

Ultimately, the Recommendation reframes OSS as the bridge between policy ambition and real-world delivery. Their success will depend on the ability of Member States and stakeholders to move from fragmented initiatives to integrated, scalable systems that make renovation simpler, faster, and more attractive.
