This study examines the possibilities of the replication of the comprehensive integrated home renovation service “Toulouse Métropole Rénov” with the specific preconditions in Hamburg and other German cities and regions. The identified obstacles in the development of OSS in Germany will be examined to see if approaches from the Toulouse model can help overcome them and thus offer a more comprehensive range of support for property owners' modernisation projects. The lessons learned from Toulouse and a study of the German one-stop-shop landscape will be used to formulate recommendations for the setup or expansion of one-stop-shops in German regions and cities.

External evaluation of the Toulouse Métropole Rénov’ One-Stop-Shop, created as part of the European I-HEROS project, and the initiatives performed since then. Since the Maison de l’Energie opened in April 2022, a great many initiatives have been implemented to promote home renovation: the Maison de l’Energie has hired new staff; a strategy has been developed to target housing that is in greatest need of renovation; and a charter has been brought in to coordinate and galvanise the professional ecosystem.

In its territorial climate and energy plan and in energy master plan (SDE), both in 2019, Toulouse Métropole set ambitious targets for 2030 to reduce energy consumption targeting transport and residential buildings. As a result, an annual target of 7,500 energy-efficient housing renovations (including 1,600 social housing units) was set for all types of renovations, both major and minor. In this context, the Toulouse Métropole Rénov’ office, through its Maison de l’Energie, provides services as OSS, to support homowners (both individuals and collective)

The Energy Performance of Buildings Directive (EPBD) represents the most important legislative instrument for buildings decarbonisation across the European Union. The EPBD implementation process provides the opportunity to create a coherent policy framework for buildings decarbonisation, develop a holistic approach towards renovations and advance a long-term vision to achieve a zero-emission building stock by 2050. The aim of this report is to provide an overview of Member States’ policy needs for implementing the EPBD. This contributes to identifying the critical areas that need to be further addressed in the policy guidelines being developed within the EPBD.wise project.

Developed in partnership with the Environment Park, the service is a cornerstone of a broader initiative promoting sustainable practices, including the development of renewable energy communities and the refurbishment of public buildings.
