Buildings in Europe are the largest energy consumers, with 85% built before 2000 and 75% performing poorly, leading to high greenhouse gas emissions. Residential buildings account for two-thirds of this demand. While energy renovations can reduce consumption, lower costs, and improve living conditions, homeowners face barriers like technical complexity, fragmented information, administrative hurdles, and financial constraints.

What’s the solution? One-Stop Shops of course!

OSSs provide a single point of contact for homeowners, centralizing technical, legal, administrative, and financial services. They simplify the renovation process, build consumer confidence, and scale up energy-efficient measures.

FEDARENE in cooperation with Build UP explored 3 key initiatives and projects supporting the enhancement and setting up of One-Stop Shops in Europe:

  1. Opengela (Basque Country): A local service provider offering technical, financial, and administrative support through neighborhood offices. It focuses on vulnerable communities, providing tailored guidance, social engagement, and governance adapted to local needs.
  2. EU Peers: A European network connecting OSS initiatives, facilitating knowledge exchange, capacity building, and policy alignment. It supports national platforms and promotes best practices across Europe.
  3. Citizen-Led Renovation (CLR): Integrates OSS as enablers for energy communities, empowering citizens to organize and lead renovation projects. It offers tailored support based on community maturity levels.

Find out more about these 3 initiatives/projects and their impact on the European landscape of One-Stop-Shops in this article: Strengthening residential energy renovations through one-stop-shops across scales of action and support | BUILD UP

The ENEA Learning Lab examine how to effectively monitor the activities of One-Stop Shops (OSSs) across Europe. Structured into three sessions, it addresses: (1) the role of monitoring as a foundation for transparency and trust among stakeholders, authorities, researchers, and citizens; (2) the assessment of non-energy benefits—such as comfort, user satisfaction, and socio-environmental impacts—supported by clear and holistic indicators; and (3) the key requirements for setting up OSSs, including regulatory frameworks, funding mechanisms, and best practices promoted by central and local governments. Through case studies, expert discussions, and methodological insights, the Learning Lab aims to promote replicable models that strengthen stakeholder engagement and accelerate the energy transition.
