EU Peers’ policy recommendations published!

Europe has ambitious climate andenergy goals, but they will only be achieved if millions of homeowners renovatetheir homes. Today, however, renovation remains too complex, too fragmented and too difficult for many households to navigate.

One-Stop Shops (OSS) have emerged across Europe as essential infrastructure for residential building renovation. By bringing together technical advice, financial guidance and support throughout the renovation journey, they help homeowners turn renovation plans into reality. The revised Energy Performance of Buildings Directive (EPBD) and the Energy Efficiency Directive (EED) now recognise their strategic importance, making this a decisive moment for national governments to establish effectiverenovation support services.

Drawing on the experience of practitioners from across Europe, the EU Peers project has published in July 2026 concrete policy recommendations for strengthening One-Stop Shops and accelerating residential renovation. The recommendations reflect the collective expertise of organisations working every day with homeowners, local authorities and renovation professionals.

At the European level, the two policy reports call on Member States to recognise and support One-Stop Shops as essential public infrastructure for the renovation transition. Among the key recommendations are

- establishing nationwide, accessible OSS networks
- providing stable, long-term funding instead of short project cycles
- strengthening cooperation between public authorities, financial institutions and renovation professionals;
- making affordable renovation finance easier to access; and
- increasing renovation demand through coordinated policy and communication measures.

In addition to overarching recommendations, a second report presents national recommendations for the Baltic countries France, Hungary, Ireland, Italy and Spain. These were developed through dedicated policy dialogues bringing together policymakers, practitioners and other stakeholders to discuss how European objectives can be translated into effective national frameworks. While each country faces different challenges, the discussions reveal a shared consensus: successful renovation requires stable support structures, clear governance and long-term political commitment.

The publications are intended for policymakers at all levels, public authorities, energy agencies, renovation practitioners and everyone working to improve renovation policies. It also provides valuable arguments and practical recommendations that can support advocacy and policy discussions in other countries.
