The Lombardy Region and the Metropolitan City of Milan are the areas in Italy with the highest energy consumption. In the Milan area, in particular, the population density and concentration of energy-intensive activities require a special commitment to energy efficiency to achieve sustainable consumption.

Deciwatt is a fully public One-Stop Shop, created and financed by the Metropolitan City of Milan. Developed in collaboration with ENEA, Deciwatt provides qualified information and assistance with building renovation to public administrations but also private individuals. Its goal is to trigger and accelerate the renovation of the building stock.

At the core of the service is a web-based georeferenced platform that enables preliminary energy assessments of any public or residential building in the territory of the Metropolitan City of Milan. The tool includes highly innovative expertise in the field of design and the use of new materials. Deciwatt is accompanied by a board, the Deciwatt Technical Committee, composed of representatives from eight professional associations of designers, builders, and installers. The Committee produces documentation to support clients on their building renovation journey.

The "Deciwatt" service is available online to the public since October 2024. By May 2025, it had mapped approximately 50,000 buildings in 24 municipalities. It directly affects an estimated population of 300,000. The dedicated website recorded an increase of more than 100% in interactions and views in 2024, according to data extracted from the Web Analytics Italia platform.

The recent EU Peers policy paper sheds light on how to turn this around: by promoting innovative financing, leveraging Integrated Home Renovation Services (IHRS), and establishing supportive policy frameworks that make renovations accessible and impactful. These recommendations form a practical and scalable strategy to turn energy efficiency into the new norm—across all income levels and housing types.
Establishing or improving a one-stop shop for sustainable home renovation can be quite a complex process - from aligning with EU and national climate goals, to tackling energy poverty, to building trust among homeowners. The EU Peers Mentoring Programme is here to make this journey faster, easier, and more impactful.
