This publication summarises the achievements, lessons learned and impact of the EU Peers project during its first funding period (September 2023 – August 2026), highlighting how the European Community of Practice has supported the development and scaling of One‑Stop Shops for residential building renovation.

Building renovation is a cornerstone of our energy and climate goals, but how can we accelerate progress? The H2020PROSPECT Handbook on One-Stop Shops (OSS) offers a practical guide to understanding and implementing these game-changing structures.

The 2026 EU Peers survey shows that One‑Stop Shops (OSS) for home energy renovation are rapidly expanding across Europe, mostly as local or regional services with diverse governance models. While almost all OSS provide guidance, fewer offer full end‑to‑end renovation support, and the biggest challenge remains converting homeowner interest into actual renovation projects. OSS operate at very different financial scales but rely heavily on public funding, and many are increasingly addressing energy poverty through partnerships with social actors. The next major step for the sector is scaling up, which will require stable funding, stronger institutional backing and better coordination to make OSS a mature, widely accessible part of Europe’s renovation ecosystem.

The document gives a practical, step‑by‑step guide for creating a One‑Stop Shop (OSS) that simplifies home energy renovation by bringing advice, financing support, and contractor coordination into one place. It explains different OSS models and outlines three phases—understanding local needs, designing the service, and implementing it through staffing, partnerships, communication, and digital tools—to help organisations launch an effective, user‑friendly renovation support service.

This policy report developed in the framework of EU Peers brings together country-specific recommendations for the Baltic countries, France, Hungary, Ireland, Italy and Spain. It identifies concrete policy actions and institutional changes needed to strengthen OSS ecosystems and enable them to reach their full potential.

This report outlines how One-Stop Shops can accelerate residential building renovation by providing integrated guidance, technical support, and financing. It recommends establishing OSS as essential renovation infrastructure, supported by strong policy frameworks, sustainable financing, and effective market design to scale energy-efficient home renovations across Europe.

The document presents the response to the hearing and public information of the Spanish Royal Decree regulating the National Housing Plan 2026-2030. It was prepared in the framework of the Spanish EU Peers Community platform in October 2025

The report presents three exemplary One-Stop Shops from Ireland, France and Austria. It then outlines the current situation in Hungary, followed by a concluding chapter with recommendations on which Western European practices could and should be adapted to the Hungarian context.
