The 2026 EU Peers survey shows that One‑Stop Shops (OSS) for home energy renovation are rapidly expanding across Europe, mostly as local or regional services with diverse governance models. While almost all OSS provide guidance, fewer offer full end‑to‑end renovation support, and the biggest challenge remains converting homeowner interest into actual renovation projects. OSS operate at very different financial scales but rely heavily on public funding, and many are increasingly addressing energy poverty through partnerships with social actors. The next major step for the sector is scaling up, which will require stable funding, stronger institutional backing and better coordination to make OSS a mature, widely accessible part of Europe’s renovation ecosystem.
