OSS operate at very different financial scales but rely heavily on public funding, and many are increasingly addressing energy poverty through partnerships with social actors. The next major step for the sector is scaling up, which will require stable funding, stronger institutional backing and better coordination to make OSS a mature, widely accessible part of Europe’s renovation ecosystem.
