This deliverable summarises the basis for the establishment of a training program dedicated to decrease households VulnERability to Energy poveRty. by identifying relevant training materials for the aforementioned topics, identifies and analyses the different groups of trainees, discusses appropriate topics to be specifically targeted at the different trainees’ groups, develops the educational curriculum and lays out an indicative training agenda.

The H2020 HIROSS4all project has designed and launched a local office or one-stop shop service to promote the renovation of multi-family buildings in vulnerable neighbourhoods in the Autonomous Community of the Basque Country. The document shows the step-by-step activities for the implementation (in practice) of the one-stop shop, while defining a model for replication in other cities, including summary of main results, findings and policy recommendations.

The present publication of the H2020 project HIROSS4all is based on learnings from other European examples of implemented one-stop shops. The exchange of information with other experiences similar to the Opengela concept of HIROSS4all in other parts of Europe was a fundamental element of the internal learning process.
