The objective of this report is to perform a thorough analysis of best practices in refinancing instruments for energy efficiency service (EES) in four REFINE project partner countries: Austria, the Czech Republic, Belgium and Latvia. The case studies will serve as model examples for the further development of the refinancing instrument concepts suitable for other EU countries. A structured description of each case study provides uniformity and comparability of the refinancing schemes.

Inside the One-Stop Shop models: Findings from 57 OSS across the EU
This report presents the findings of an online survey conducted among 57 One-Stop Shops (OSS) for residential energy renovation and 19 support structures across multiple EU countries. It summarizes an analytical study on One-Stop Shops. It brings evidence on how they operate and their impact on the renovation market.

This study quantifies the extent to which the energy efficiency of homes affects their price.
It analyses data on over one million residential properties sold in Spain between 2015 and 2022. Using a hedonic regression model, it was found that greater energy efficiency increases the price of a home by an average of up to 9.7% compared to less efficient homes. This effect has increased in recent years, particularly for homes with a higher energy efficiency rating. Additionally, the type of home and the heating and cooling needs of the municipality in which it is located influence the impact of energy efficiency on price. Consequently, the degree of energy efficiency has a greater impact on the price of detached single-family homes and those located in areas with greater heating needs.
Report on the replication potential in Germany
This study examines the possibilities of the replication of the comprehensive integrated home renovation service “Toulouse Métropole Rénov” with the specific preconditions in Hamburg and other German cities and regions. The identified obstacles in the development of OSS in Germany will be examined to see if approaches from the Toulouse model can help overcome them and thus offer a more comprehensive range of support for property owners' modernisation projects. The lessons learned from Toulouse and a study of the German one-stop-shop landscape will be used to formulate recommendations for the setup or expansion of one-stop-shops in German regions and cities.
