
The multilevel governance dimension in the one-stop shop deployment
Multilevel governance plays a crucial role in driving the energy renovation of the building sector. This governance can take two forms, which require different approaches and cooperation models.
The first type involves coordination among various levels of government—from national to regional to local. Effective coordination is essential, but it must also be meaningful. A key challenge is to determine which tasks and responsibilities should be centralized and which should be tailored to the specific needs of local contexts and target beneficiaries.
The second type is operationalized through one-stop shops established by local or regional authorities. These entities can foster structured collaboration through shared commitments, enabling economies of scale and the exchange of tools, practices, and methodologies in the delivery of services.
This learning lab will examine the synergies and added value created through both cooperation models featuring concrete examples and fostering interactive discussions among participants to share insights and experiences.
Session 1: Collaboration and coordination case studies from Italy and Netherlands
The session will present two case studies. First, a collaboration agreement among Italian Mission cities in sharing OSS services, shared by Giovanni Vicentini (City of Padua). Second, Josien Kruizinga from the Dutch National Program Verbouwstromen will showcase the Dutch model of coordination OSS with activities implemented regionally and others done locally.
Session 2: National initiatives from Italy and Portugal
The session will introduce two national led initiatives. Stefano Dotta from Environment Park will present one in Italy with the establishment of a network of OSS by using local energy agencies. Sofia Cordeira from ADENE will share another initiative in Portugal with a national network of over 90 one-stop shops at this point, with a centralised appointment booking system for homeowners.
Session 3: Reflection and exchange
Reflections and evaluation about the previous session and the overall topic. Participants will be asked to elaborate on their own experience and reflect about how to replicate the case studies presented.
