EU Peers Summit 2025 (2/3): Belgian One-Stop Shop deep-dives

Part 2: Belgian One-Stop Shop deep-dives, 15 October (morning)

The summit continued with a deep-dive into Belgian one-stop shops, co-organised with the Belgian Peers. After a short presentation of each regional one-stop shop, participants worked on one challenge with each of them.

Homegrade, Brussels: pricing and reaching the hard-to-reach. The cost of serving a household varies with building type, advisory work is often expected to be free, and small commercial and service-sector owners are hard to identify. Participants proposed:

• a transparent pricing framework, with a flat fee for core services and add-ons by building type;
• a fee-for-service pilot with vouchers or waivers for low-income owners;
• data-sharing agreements to reach small commercial owners;
• a staged pathway from awareness to pre-assessment to a scoped offer.

Service Public de Wallonie, Wallonia: growing the ecosystem without losing neutrality. The regional ecosystem is expanding quickly, at the risk of fragmentation and uneven quality. Participants proposed:

• a region-wide framework for quality assurance and certification;
• a neutral registry of certified providers;
• a public rulebook on neutrality and conflicts of interest;
• multi-year service contracts to fund neutral coordination.

VEKA, the Flemish Energy and Climate Agency, Flanders: funding continuity and independence. One-stop shops in Flanders are fully state-funded and face budget cuts. Participants proposed:

• a two-stage advisory structure: first advice free, with the second stage (audit and project design) paid at income-based fees;
• partnerships with local companies and cooperatives;
• vouchers at house purchase to fund advice.
