EU Peers Summit 2025 1/3: Practitioners’ workshop on 14 October (on invitation)

The EU Peers Summit 2025, the second summit of the EU Peers Community, took place in Brussels on 14 and 15 October 2025 in three parts. It gathered more than 100 participants, many of them one-stop shop practitioners from across the EU.

Hans Rhein, Head of Unit for the LIFE programme at CINEA, and Christophe Milin, project adviser at CINEA, opened the summit with a short review of EU policies on one-stop shops. They set out the main challenges: securing homeowners’ trust, human resources and skills, and business cases. CINEA also announced the European Commission’s forthcoming guidance on establishing and scaling one-stop shops, under Article 22 of the Energy Efficiency Directive and Article 18 of the Energy Performance of Buildings Directive.

Participants then met through a networking game, “OSS Bingo: find someone who…”, in place of presentations.

In the afternoon, a World Café titled “The devil lies in the details” worked through five practical challenges:

• the role of local and regional authorities in triggering, coordinating and sustaining one-stop shops;
• funding the operation of one-stop shops and channelling public support to homeowners;
• attracting, training and retaining qualified professionals;
• engaging buyers, including low-income buyers;
• campaigns to reach and onboard citizens.
