Scope A should primarily target energy renovation efforts for existing single-family or multi-family homes within the private residential sector. The services offered under this scope should support homeowners throughout their entire renovation journey. These services should be delivered by dedicated entities - either standalone legal bodies or consortia of organisations - and must be structured as integrated renovation solutions designed to operate within a competitive market framework.

Scope B should concentrate on energy renovations of existing rental housing owned by professional entities. The services provided under this scope should extend beyond basic informational support and generic assessments. They must actively pursue key goals such as forming strategic alliances - especially with construction firms and financial institutions - creating customized financial or tax mechanisms tailored to rental housing, and implementing viable, long-term business models. These models should aim to enhance property values, harness market opportunities, and secure reliable investment returns.

Deadline: 23 September 2025, 17:00 Brussels time
