The EU Peers Mentoring Programme is opening a new opportunity for hands-on learning: four in-person study visits, each hosted by an experienced organisation operating or supporting One-Stop Shops (OSS) and Integrated Home Renovation Services (IHRS). If your organisation is working to scale up residential energy renovation - or planning to establish an OSS - these visits offer practical insights.

Who Can Apply?

The study visits are open to all members of the EU Peers Community, including:

  • Local and regional governments;
  • Energy and climate agencies;
  • Municipalities preparing to launch OSS services;
  • IHRS providers;
  • Organisations already running initiatives but not yet offering full OSS/IHRS services;
  • Public or private actors working in the renovation ecosystem.

The Programme Offers

Participants receive:

  • 1.5 days of in-person mentoring at the host organisation
  • A preparatory online meeting (January - February 2026)
  • Reimbursement for travel and accommodation (up to 800 EUR)
  • Practical tools, methods, and peer-to-peer learning

Visits will take place between February and mid-April 2026.

Choose Your Study Visit Destination

Below you’ll find four tailored study visits options - each with a different learning focus and national context.

Budapest, Hungary

Hosted by Energiaklub Climate Policy Institute, in Hungarian. Topics covered:

  • OSS models and business design
  • Training of consultants
  • Digital tools and renovation calculators
  • Contractor selection methods

Ideal for organisations at the early stages of OSS development, seeking hands-on tools and practical implementation support.

Turin, Italy

Hosted by Regione Piemonte, in English. Topics covered: 

  • Multilevel OSS governance
  • Communication and outreach campaigns
  • Renewable energy communities and services 

Best suited for regions aiming to strengthen governance structures and integrate OSS work with wider community and renewable energy initiatives.

South East Ireland

Hosted by South East Energy Agency (SEEA), in English. Topics covered: 

  • OSS & IHRS methodologies and tools for energy management
  • Building passports
  • Energy poverty and consumer support
  • Financing renovation projects

This opportunity offers a comprehensive view of both OSS and IHRS operations - ideal for organisations wanting to combine technical, financial, and social support models.

Lithuania

Hosted by Ēkubirojs, in English. Topics covered: 

  • Identifying local renovation barriers
  • Designing an OSS from scratch
  • Municipal collaboration models

This is an ideal option for municipalities starting from zero or working with limited resources and needing collaborative, practical OSS models.

Timeline 

  • Now - 21 December 2025: Application period
  • January - February 2026: Online introductory meeting to prepare the group and finalise learning goals
  • February - mid-April 2026: In-person study visits

How to Apply

Fill out the EU Survey form (in English or in Hungarian for the relevant visit) before 21 December 2025. You will be asked for:

  • Organisational details
  • Contact information (including a back up contact)
  • Your motivation for participating
  • How you plan to share your learning
  • Your preferred study-visit destination

Whether your organisation is preparing to launch an OSS or looking to refine its existing services, the EU PEERS study visits provide a practical opportunity to learn directly from experienced peers and gather approaches you can adapt to your local context.
